Jack - he has mad love and respect for the Doctor. He thinks he's probably the most brilliant man he's ever met, but not only that, but one of the things Jack says means something super important about the Doctor. The fact that before JAck met him - he was a coward, and now he can't ever go back to that. The Doctor started Jack's drive to be stronger (though TW tossed in other reasons as well, not going there!). Basically - the Doctor is responsible for making Jack who he is (and not in the whole - RAWR I CAN'T DIE WAY DON'T GO THERE), but in the YAY I CAN SAVE THE WORLD way.
Because of this, he has the respect that he does. But the respect is why he loves him, too. The Doctor is like his best friend, it's safe to say. And he learns that they have more in common day by day.
It's fair to say there's no one he trusts more. Even in TW he doesn't share ANYTHING about his life with others. People he worked with for FOUR YEARS didn't know he couldn't die for years. Don't know where he's from. ANYTHING. SO yeah, the Doctor's special.

Then there's the...omg I have a thing for DEATH thing. Which if I try to describe that, it'd be so difficult. Yes, has a thing for Didi, but he also has so much respect for her and what she does that he doesn't get the impulse to push it like he often gets with...so many others. She's pretty good at keeping him reeled in.

He's kind of like that cool uncle that takes you out to do things your parents don't like you doing. He really likes Claire, she's such a nice girl and in his opinion, she seems to get down on herself a lot when he thinks that no one should do that. Ever.
He kind of hopes that she'll adopt his philosophy of not caring what others think, not worrying so much, and just have fun, but he assumes that will come with age, too. (He has high hopes for her, and knows that she'll get past the tough spots of her ability.)
Me, I see him as more of a "mentor". Like Adam...except nice and not totally insane.

Ianto's death is a serious source of guilt for Jack. Partially on Ianto's last words (to him - it meant Ianto saw it as more than just casual sex and dates), partially because he knows he was responsible for leading someone else he cared about right to death and someone who cared so much about him.
Jack's view on relationships is far more jaded than Ianto's and though he does love him, it likely isn't the same way Ianto loves him.
